If you plan to drive a car with foreign plates in Mexico, you must visit a Banjercito office at the Mexican border to get a temporary import permit.
A Temporary Import Permit allows foreign-plated vehicles to enter Mexico as long as they are for private use. And this permit is temporary- meaning you are not permanently importing your car.
This permit is issued ONLY by Banjercito either at a land border or at specific Mexican consulates.
One thing worth mentioning is that you DO NOT need a temporary import permit if you are driving in the “free zone” of Mexico. The free zone is 21 km from the US-Mexico border, 98 Km in Sonora or all of the Baja Peninsula.
Most but not all land borders have a Banjercito office on site.

Thank you! We’ll be returning our TIP at the Nogales KM21 office on our way to Arizona after a long drive, and were just wondering how early we’d have to leave our hotel to get there. Quick update on the offices in Coahuila. When I visited yesterday to cancel a TVIP, I discovered the office at the border in Piedras Negras does not perform this service. They do issue the permits, but they do not cancel them. The nearest location was an hour to the interior at Banjercito Allende, a roadside facility along Hwy 57. The wait there was about half a dozen vehicles, with each vehicle requiring about a five minute inspection process for the staff member to photograph the VIN # and vehicle from different angles.

I have a FMM form that needs to be returned. I do NOT have a TIP as I was not driving my car while in MX (I was driven by a Mexico resident). I plan to return via the Nogales crossing. A) since I’m not returning a TIP, do I still have to go to the Banjercito office? Or can the FMM be returned at the boarder? B) If I have to go to the Banjercito office, is it within the free zone and can I get to the office and turn around all while in the free zone? Which crossing should I be using? C) Is there any other way to return it in the US? Mexico Consulate perhaps?

My question is regarding TIP
We just started the process for permanent residency in Mexico. This will be completed within the next six months. However, we are considering to drive.
When we cross into Mexico we won’t be permanent residents yet. When we drive back out of Mexico six month later. We will be permanent residents. Does this situation affect the TIP in anyway? Just wondering if the TIP only applies to temporary residents.

You can apply for a temporary import permit when you enter Mexico as a permanent resident with the intention of doing your Canje. HOWEVER- you should know that once you receive your residency card as a permanent resident your temporary import permit is no longer valid and you could have your car impounded if you were to be stopped by highway police. If you wanted to drive to Mexico, you would need to drive your car back out of Mexico before you finished your permanent residency. Or you can import your foreign plated car and get Mexican license plates so you don’t have to worry about driving back to the border. If you do decide to nationalize your car, you will need to work with a customs broker.
